The training was opened by the president of the National Biomass Association SERBIO and manager of the BioRes project in Serbia, Vojislav Milijic, B.S. in Forestry, and the BioRes trainers Boban Jovanović, B.S. in Forestry; Đorđe Marić, B.S. in Forestry, Miroslav Petrović, B.S. in Forestry and Ratko Todorović, B.S. in Forestry presented the following topics:
1) Evaluation of local potential for biomass utilization,
2) The didactic approach in working with stakeholders,
3) Development of a model of Biomass logistic and trade centers and
4) Insurance and quality confirmation of woodfuels.
The training was attended by sixty participants including: representatives of public forest enterprises, enterprises engaged in the processing and use of biomass, companies working on development of biomass logistic centers and other stakeholders, including students from the Faculty of Forestry, Faculty of Mechanical Engineering and Technical Science.

A conference on biomass was held on April 20th in Belgrade, within the fair RENEXPO® Western Balkans.
The conference pointed out the potentials for the use of biomass in Serbia, and presenters introduced the modern technologies.
The president of the National Biomass Association SERBIO, Vojislav Milijić, was one of the speakers, and in addition to the potential and the regulatory framework for the use of biomass, he also presented the BioRes project and announced the BioRes training – Sustainable regional supply chains for woody bioenergy RENEXPO® Western Balkans 2016.

The German Business Delegation in Serbia partnered with the Federal Ministry of Economy and Energy of FR Germany in cooperation with Ecleron organized a Conference on biomass and biogas on April 5th in Serbia.
The conference offered a broad thematic review of the potential of bioenergy in Serbia with an overview of the energy, economic and political situation in Serbia, as well as specific investment opportunities of German companies with practical advice on entering the market. Also representatives of companies from Germany, presented their technologies and experience in the development of the bioenergy sector. Hrvatska je na slučaju projekta TEKI pokazala da kroz institucije i kompanije u svom vlasništvu opstruira projekte, tvrde Holanđani.
Hrvatsko Ministarstvo privrede nedavno je dobilo obaveštenje holandskog ulagača Amlin Holdinga da pred Evropskim sudom pokreće tužbu protiv Hrvatske i traži obeštećenje zbog blokiranja njihovog ulaganja u gradnju termoelektrane na biomasu u Koprivničkom Ivancu.
Reč je o projektu koji je pod imenom "TEKI", Amlin pokrenuo još 2009. godine, a bili su podstaknuti i pozivima Hrvatske da je otvorena za ulaganja u "zelenu energiju", pišu regionalni mediji.
Elektrana je trebalo da bude jedna od najvećih na biomasu u Hrvatskoj, kapaciteta 20 mega vati, u koju je predviđeno ulaganje 85 miliona evra, a trebalo je da otvori 150 novih radnih mesta. Međutim, od samog početka projekat je nailazio na blokade, od lokalnih do državnih nivoa. Preko kompanije koju su osnovali u Hrvatskoj, E2G, za šest godina uloženo je više od 8 miliona evra u kupovinu zemljišta za pogon i dobijanje potrebnih lokacijskih i građevinskih dozvola, kao i ostale dokumentacije za projekat.
Prve opstrukcije i promene regulative počele su sa tenderom za kupovinu biomase od Hrvatskih šuma, koja je jedini dobavljač za 160 hiljada tona potrebne biomase. Borba za ugovor trajala je godinama, jer su konkursi poništavani i prolazili su dugotrajne procedure. 2011. godin su konačno krenuli u realizaciju najvažnijeg dela posla - dobijanje ugovora o otkupu energije (PPA) kojeg potpisuje HROTE. Da bi se to ostvarilo bilo je potrebno prijaviti projekat HERA-i za Prethodno rešenje o sticanju statusa povlašćenog proizvođača energije. Njega je projekat TEKI dobio u proleće 2012. godine, a dva meseca kasnije potpisan je i PPA s HROTE-om.
U priču se uključio i EBRD, koji je pokrenuo proceduru finansiranja projekta. I kada se činilo da projekat kreće prema realizaciji, menjaju se kriterijumi za ugovor za biomasu, tako da je minimalna godišnja efikasnost postrojenja dignuta na 50 odsto, a kako je planirana na 37 odsto, ulagač je morao da promeni koncept elektrane da bi osim struje mogla da isporučuje i toplotnu energiju. Takva prenamena elektrane zahteva i novu lokacijsku dozvolu, nove procene uticaja na okolinu i dokumentaciju za kontrolu prevencije zagađenja. Kako se kasnilo, a curili su rokovi početka izgradnje iz Herinog rešenja, te rokovi iz ugovora za biomasu, ulagač se obraća Ministarstvu privrede.
Apelovao je i EBRD, a u leto 2014. održan je i sastanak u Ministarstvu, ali mesec dana kasnije stiže "hladan tuš" - obaveštenje HROTE-a da je PPA poništen jer je Herino prethodno rešenje o statusu povlašćenog proizvođača isteklo. To poništenje, kako pojašnjava holandski investitor, rezultat je izmene regulative, a rezultat svega je povlačenje EBRD-a i još nekih partnera iz projekta. U međuvremenu je investitor dobio nove dozvole, ali ne i novi PPA.
"Republika Hrvatska je na slučaju projekta TEKI pokazala je da je loš partner stranim investitorima i da je kroz svoje institucije i kompanije u državnom vlasništvu spremna da opstruiše projekte koji donose nova radna mesta, zadovoljavanje ciljeva na području obnovljivih izvora energije i ulaganja desetina miliona evra. Svedoci smo da se ni ulaskom u EU situacija u Hrvatskoj nije promenila, a investiciona klima ostala je izuzetno neuređena, čak bez traga najave da se išta pokušava popraviti ", navode u izjavi za Poslovni dnevnik iz Amlina.
Sve obaveze prema Hrvatskoj, dodaju, uredno su ispunili, a ugroženi "nisu samo poslovni ugovori, nego i Ugovor o promociji i uzajamnoj zaštiti ulaganja između Hrvatske i Holandije.

Regional workshop on "How to enhance the use of bioenergy in the Balkans" was held on November 24th and 25th 2015 in the Radisson Blue Hotel in Belgrade, organized by the Ministry of Agriculture and Environment of the Republic of Serbia and the German Agency for International Cooperation GIZ and DKTI project - Development of sustainable bioenergy market in Serbia.
The objective of the regional workshop was to allow regional political actors and experts to identify regional priorities for the use of bioenergy in the Balkans, discuss common challenges and necessary activities and / or measures to improve the framework conditions for the use of bioenergy in the region. The workshop brought together representatives of state administration, local governments, and private sector, interested in developing the bioenergy market in Serbia, Bosnia and Herzegovina, Montenegro and Croatia.

On November 12th 2015 a workshop was held in Priboj: „Sustainable use of biomass and Biomass Logistic Centers“, organized within the project „Sustainable ragional supply chains for woody bioenergy“ BioRes. The objective of the workshop was to gather in one place the relevant entities interested in the processing and use of biomass from the environment of Priboj and Nova Varos, to discuss the establishment and development of the chain of energy supply based on biomass through the establishment of Biomass logistic and trade centers (BLTC), based on examples of good practice and cooperation with European partners. Special attention during the workshop was given to the legal and technical frameworks concerning the establishment of biomass logistic centers. BIORES project supports the establishment of such centers in Serbia, Croatia and Bulgaria.
On Oktober 26th 2015 a workshop „Sustainable use of biomass and Biomass Logistic Centres“ was held in Zrenjanin, within the project „Sustainable Regional Supply Chains for woody bioenergy“ BioRes. The objective of the workshop was to gather in one place the relevant entities interested in production of woody biomass from Banat, to discuss the establishment and development of the chain of energy supply based on biomass through the establishment of Biomass logistic and trade centers (BLTC), based on examples of good practice and cooperation with European partners. Special attention during the workshop was given to the potentials for establishment of energy plantations, wich were presented by the representatives of the company Rebina Agrar. BIORES project supports the establishment of such centers in Serbia, Croatia and Bulgaria.
